Key current tasks for TfL

Upgrade to Victoria station

London Underground has appointed us to be lead consultant for the detailed design through to construction of the Victoria Station upgrade, as part of TfL’s £10 billion Investment Programme. The multi-million project is due to start in 2009 and be complete in 2016. Passengers, using one of London Underground’s busiest and most congested stations, are set to benefit from a major upgrade following the award of a contract for the Victoria Underground station redevelopment, the Mayor says. When complete, the project will increase the size of the station by about 50% with a new ticket hall, lifts and escalators to ease congestion and provide step-free access from street level to Victoria, Circle and District line platforms.

North London Line

We have recently been appointed as TfL’s technical advisor for the North London Railway Infrastructure Project (NLRIP). This scheme consists of a programme of enhancements for the North London Railway with the aim to improve capacity and capability. Related infrastructure will also be included on the North London Line (Richmond to Stratford), the London Euston to Watford Junction local line, the West London Line (Willesden Junction to Clapham Junction via Kensington Olympia and the Gospel Oak to Barking line). These changes are to run in parallel with renewals that Network Rail plan to undertake prior to the Olympic Games.

Cross River Tram

We are part of the team awarded the Development Services Commission to take this 16.5 km street-running tram scheme forward through to Transport and Works Act submission. A core route is proposed between Euston and Waterloo with branches to Camden and Kings Cross in the north and Brixton and Peckham in the south. The aim is to create a high quality public transport link providing greater accessibility to Lambeth, Southwark and Camden, relieving overcrowded LUL lines in central London and improving links with mainline stations at Kings Cross/St Pancras, Euston and Waterloo. Within the team we are responsible for the engineering development plus key elements of cost planning, traffic modelling and planning and urban design.

Thames Gateway Bridge

We provide TfL’s Case Management Team for the flagship £425 million Thames Gateway Bridge in East London, working in TfL’s offices to co-ordinate all applications to obtain the necessary powers for the new bridge across the Thames – including planning applications to two boroughs, Highways Act orders, tolling orders and other miscellaneous orders. We’ve also been providing town planning services plus Citadon and RESPOND system management. A key part of our role involves managing the Public Inquiry process for TfL – the first such Inquiry TfL has undertaken. After 11 calendar months and 89 sitting days, the Public Inquiry held at Charlton Athletic Football Club closed on 3 May with TfL delivering its 230 page closing statement – the last of its more than 350 documents. The Inspectors' report is due in September 2006 with the Secretary of State’s decision in Spring 2007.

Congestion charging technology trials

As part of TfL's Technology Trials, Congestion Charging is implementing a full trial of a DSRC tag and beacon system in a mini-zone in South London. Part of the trial will evaluate the effectiveness and usefulness of the provision of a range of value added services (VAS) triggered by the DSRC events at the Urban Charge Point sites and delivered to mobile devices in vehicles. Under the VAS project, we have so far delivered interfaces to the DSRC system and TfL's LTIS traffic alert system; a VAS platform to manage dissemination of traffic alerts, news items and charging information; SMS, Java and voice delivery of VAS services to mobile phones; a web-based customer registration system and a configurable billing system, allowing TfL to investigate various charging regimes.

Cycle parking for schools and colleges

One of the initiatives of TfL’s Cycling Centre of Excellence is to provide cycle parking facilities in schools and colleges throughout London – encouraging younger people to take up cycling by providing modern, secure parking facilities. The scheme is currently linked to Borough’s School Travel Plans and this year’s budget is in excess of £1 million. Mott MacDonald provides in-house contract management and site monitoring for the programme which, since January 2004, has provided cycle parking facilities in over 200 schools and colleges.

East London Line

The East London Line Project is a key element of the TfL capital investment strategy. Phase one aims to create a new metro-style train service that will enhance the existing East London Line between New Cross Gate and Shoreditch, extend northwards on new and disused alignment to Dalston and provide four new stations plus provision for connection to the North London Line. In the south the train service will be extended on existing infrastructure to Crystal Palace and West Croydon.

Mott MacDonald is TfL’s technical advisor (TA3) on the project. In this role we are reviewing the current reference design and taking it through to preliminary design and approval in principle (part of GRIP stage 4). Thereafter we will be providing engineering support to Tfl during the procurement of the main works contract, through detailed design (by the contractor) to construction, commissioning and entry into passenger operation – scheduled for mid-2010. As well as replacing existing track, constructing the four stations and connecting up to the national network, the project involves refurbishing or replacing 21 bridges.

Crossrail

Mott MacDonald has two major appointments from Cross London Rail Links – the 50/50 joint venture company between Transport for London (TfL) and the Department for Transport (DfT) leading the Crossrail project to build a new rail line across London, from Maidenhead to Shenfield and Abbey Wood. In our role as one of the three multi-disciplinary consultants appointed so far on the scheme we have joined Crossrail's development team which is led by Bechtel, co-located at Crossrail's offices in Victoria and responsible for preparing an affordable reference design for the project, which will form the basis for construction, possible once the Crossrail Bill has received royal assent and become an Act. Our role focuses on Central Tunnels and Station East.

Mott MacDonald has also been awarded the Systems and Rolling Stock Technical Advisor contract for Crossrail Line 1. This contract is for engineering design consultants to undertake railway systems, rolling stock, mechanical and electrical design services in order to prepare a Parliamentary Bill. It will subsequently be for the procurement of a design and build concession (or concessions) for the construction of Crossrail line 1. Following this, the consultants would assist with the assessment of tenders for the concessions and provide advice on the fitness for purpose of proposals received and act as the promoter's representative during the construction and commissioning phases. The support services will include the review of previous designs, using the Crossrail system and rolling stock study previously produced by us. A key element is developing efficient systems integration as well as a robust cost strategy and programme that will ensure reliable project delivery and operation.

Congestion charging streetscape integration

We’re managing this study which aims to enhance the way the new tag and beacon infrastructure will be integrated throughout the diverse and historic streetscapes of eight central London boroughs. This builds on our work for the Southwark streetscape enhancement project where, as part of the alternative technology trials to improve congestion charging processes in Central London, TfL installed temporary trials infrastructure at 20 sites around Southwark and commissioned Mott MacDonald to study the impact on the streetscape and recommend and prioritise enhancements. The detailed study looked at numerous aspects such as carriageway dimensions and markings, road and footway materials and surfacing, street furniture, trees, lamp columns, signage, traffic calming and safety.

Northbound Blackwall Tunnel refurbishments

We’ve been entrusted with the feasibility study, design and construction supervision on this strategic project – refurbishing the 1.36km northbound Blackwall Tunnel. The project involves significantly enhancing and modernising not only the civil engineering infrastructure but also the fire and life safety systems, lighting and communications equipment, traffic management facilities and traffic control systems.

Cooling the Tube

London Underground’s Cooling the Tube project – involving a number of schemes to improve ventilation and temperatures on both trains and stations – has been given a high priority, particularly with respect to passenger comfort. Mott MacDonald has been commissioned to carry out the outline design and cost estimate to RIBA C level for Victoria Station. In order to lower the temperature this design involves a mixture of civil engineering, electrical and mechanical works which will support the first submission of the overall business case.
